NEW SECURITY LAW FOR HONG-KONG
“Beijing tightens its grip on Hong Kong. Tamping down Hong Kong’s protest movement is at the top of the Two Sessions agenda, with officials drafting a dreaded new security law for the autonomous territory, bypassing the local legislature. The move will lead to more unrest in Hong Kong, and US has threatened to sanction entities and officials that enforce the law”, writtes ‘Quartz Daily Brief’ today.
Beijing intends to draw up a law to “prevent, stop and punish any acts of secession, subversion or terrorism activities in Hong Kong that threaten national security,” with mainland agencies free to set up bases in the SAR « when needed ». A resolution to be voted on by NPC delegates would also “authorise the NPC Standing Committee to legislate against intervention by foreign forces in Hong Kong affairs, with the legislation to be added into Annex 3 of the Basic Law.” “When needed, relevant national security organs of the Central People’s Government will set up agencies,” in Hong Kong, a draft resolution said.
Wang Chen, a vice-chairman of the NPC standing committee, said “they are making the move after seeing the risk to national security rising in Hong Kong, especially given the social unrest that broke out last year.” He also noted that the SAR government had “failed to bring in national security laws under Article 23 of the Basic Law for years,” and said “there is a risk that the matter will be stalled for a long time.” “Especially since the anti-extradition bill movement that broke out in 2019, forces who oppose China and upset order in Hong Kong have publicly promoted Hong Kong independence, self-determination and referendums. They engaged in activities which destroy national unity and amount to secession,” Chen said.

The draft resolution passed to NPC members on Friday morning says “it is difficult in practice to legislate Article 23 laws,” and existing legislation from before the handover that could be used to protect national security has been lying dormant.
U.S. SENATORS SEEK TO SANCTION CHINESE OFFICIALS OVER HONG KONG (REUTERS)
‘Reuters’ commenttoday that “Republican and Democratic U.S. senators said on Thursday they would introduce legislation to impose sanctions on Chinese officials for violating Hong Kong’s independence, after Beijing moved to impose a new security law on the former British colony.” The bill, to be introduced by Republican Senator Pat Toomey and Democrat Chris Van Hollen – the US apparatus for destabilization is bi-partisan – , would also impose “secondary sanctions on banks that do business with entities found to violate the law guaranteeing Hong Kong’s autonomy.”
A Chinese official said on Thursday that China is set to impose new national security legislation on Hong Kong after last year’s pro-democracy unrest, drawing a warning from President Donald Trump that Washington would react “very strongly.” “This bipartisan legislation will impose serious penalties on those working to strip Hong Kong of its autonomy,” Van Hollen said in a statement. “Members of Congress from both parties have been taking a more aggressive tone on China as President Donald Trump has ramped up a war of words with Beijing over responsibility for the global coronavirus pandemic.”
